About the framework

SCOPE is an open framework for assessing digital sovereignty. It describes operational posture across twelve dimensions, from identity and cryptographic keys to exit readiness and governance. Each dimension is defined at five levels, from Unaware to Autonomous.

A first pass usually starts in the matrix, where each cell is backed by assessable criteria, evidence guidance, and regulatory mappings. An assessment then records a level per dimension, and a stack profile records the components in use. Both flow together in the console, where matched sovereignty moves appear in place on the grid. All state is stored locally in the browser.
